To be considered part of the top 1% in 2014, a taxfiler must have earned a total income of at least $227,100. Over 268,500 Canadians were in this high-income group. The total average income of the top 1% has remained roughly stable, growing 0.4% from 2009 to 2014, while the average total income of all taxfilers grew 4.2%.

The 2016 Toronto Vital Signs Report has found that Toronto remains the child poverty capital of Canada, with 28.6 per cent of children living in low-income households. Toronto tops the list above Montreal at 25%, Winnipeg at 24% and all other urban areas with over 500,000 residents. In the 2016 Ontario Budget, the creation of a Basic Income Pilot Project was announced, to test a new approach to reducing poverty in a sustainable way. The pilot project will test a growing view that a basic income could build on the success of minimum wage policies and increases in child benefits by providing more support in the labour market.
